Focused checks in Mannheim city center
The Mannheim city center police station conducted comprehensive focused checks in Mannheim's downtown squares on Thursday afternoon and evening, between 3 p.m. and 9 p.m. The measures specifically targeted compliance with the Cannabis Consumption Act and served youth protection. At the same time, they were intended to strengthen residents' sense of security in the city center.
Officers from the Mannheim city center police station were supported by four employees of Mannheim's Special Municipal Order Service. The personnel operated predominantly in plain clothes to detect violations discreetly and effectively. This approach makes it possible to observe the actual behavior of consumers in public spaces realistically, without people becoming accustomed in advance to the presence of inspectors.
Nine violations and one arrest
As a result of the checks, the deployed police officers and Special Municipal Order Service staff identified a total of nine violations of the Cannabis Consumption Act. The offenses occurred at particularly sensitive locations: playgrounds, near schools and daycare centers, and in Mannheim's pedestrian zone. In three cases, cannabis was consumed in the presence of minors – behavior that the law expressly prohibits and that authorities pursue with particular severity.
In addition, officers succeeded in arresting a cannabis dealer in the act. A violation of the Narcotics Act for unauthorized possession of cocaine was also reported. This shows that the checks were not limited to violations of the new Cannabis Consumption Act but also uncovered classic narcotics offenses.
Consequences and next steps
Once police investigations are completed, the identified administrative offenses will be forwarded to Mannheim's fine office. Violations of the Cannabis Consumption Act carry significant penalties: Fines of between 300 and 1,000 euros are regularly imposed. Criminal offenses in the narrower sense, such as unauthorized possession of cocaine or dealing in cannabis, are forwarded to the Mannheim public prosecutor's office for further decision.
Station chief Timon Kuntz emphasized the importance of youth protection for Mannheim police during the checks. He stated that the city center must not become a lawless space with regard to the cannabis consumption ban. Plainclothes checks would be intensified over the summer, so everyone must expect to be caught if they violate the rules. This clear message underscores that the liberalization of cannabis consumption is not a free pass for arbitrary behavior in public.
